The Western Powers also reached agreements con-
cerning the effect of unification on specific political
parties. They agreed on the following:
(a) The Social Democratic Party must be
allowed to operate ?reely in the Soviet Zone.
(b) The responsible leadership of the
Christian Democratic and Liberal Democratic
Parties in the Soviet Zone should be restored
through a free vote of all party members.
(c) The same principle of responsible
leadership should be introduced into the two
new parties in the Soviet Zone - the National
Democratic Party and the Farmers Party.
(d) Whether the Social Unity Party should
be permitted to operate in Western Germany
should be governed by the provisions of the
Basic Law. Article 21 provides that parties
whose internal organization conforms to democratic
principles can be formed; therefore, the Western
Powers would expect that the matter of Social
Unity Party participation would be resolved by
the Germans themselves acting under this pro-
vision of their constitution.
(e) Over-all bloc organizations imposed
upon the parties in the Soviet Zone and pseudo-
political associations dominated by one party are
not "democratic political parties" within the
Western Powers definition of the term.

(3) Freedom of Elections. The Western Powers
agreed in CFM/P/49/5 that "freedom of elections" should
be another of the political conditions for German unity.
In preliminary tripartite discussions, the Western
representatives had agreed on the following conditions
for conduct of elections:
(a) Elections should be conducted through
universal, equal, and direct suffrage, and by secret
ballot.
