(5) Abolition of Political Police. The Western
Powers agreed in CFA/P/49/3 that one of the measures
necessary to ensure the application of the political
principles was "the prohibition of all police formations
exercising political activity. From preliminary
tripartite discussions, it is clear that the Western
Ministers were thinking primarily of the Soviet Zone
Volkspolizei They agreed that "elections cannot be
considered as free and a genuine democracy will not
have been established" until this and similar organiza-
tions were abolished. 1
