our ultimate purpose: security from the threat of German aggression.
Our means to this goal have been basically two: (1) to deprive Ger-
many of the power of aggression; and (2) to develop in Germany a peace-
ful democracy without the desire for aggression.
11. Our program to achieve these objectives has developed by
stages in the five years since the war. Under Military Government we
adopted a wide range of measures to achieve these aims and to clean
up the aftermath of the Nazi regime and war. With the adoption of the
Occupation Statute, our relations with the Germans entered a new phase.
We entrusted substantial new authority to the Germans and limited our
action to specified fields considered essential to attaining our basic
objectives. During its first year the German Federal Republic has made
substantial progress toward stability and in the acceptance of demo-
cratic principles and has shown its desire to integrate Germany into
Western Europe. On the basis of experience so far, we would now be
justified in conferring additional authority on the Federal Republic,
TROMAN
and relaxing our controls by progressive stages.
