German participation in the organization of a European Security Force
in whatever form the participating countries may approve for the Ger-
man contribution.
15. This will raise at once the question as to whether the Occupa-
tion can continue after Germany agrees to participate. These institu-
tions will not represent an adequate substitute for Occupation controls
until they are fully organized and in effective operation. Yet Germany
is likely to assett that there is a basic inconsistency between con-
tinued Occupation by us and a role as an ally in the common defense of
Europe. In the public discussions thus far, the Germans have stated
that they would be willing to participate in a European Defense Force
only as "equals" without, however, clearly defining what that means.
16. What the Federal Government has in mind is indicated in a
memorandum to the High Commission of August 29, from Adenauer, (copy
attached). This suggested that relations between Germany and the
Allies be changed as follows: (1) The state of war should be ter-
minated; (2) "In the future, the purpose of the occupation shall be

security against external dangers"; and (3) "The relations between

the Occupying Powers and the Federal Republic shall be progressively
regulated by a system of agreements"; and (4) the revision of these
principles shall be worked out by a joint Allied-German commission.
17. In the light of all these factors, and assuming that the
Germans take part in a European Defense Force, I think that we must
move toward a basic revision of our relations with the Germans:
