S THE FOREIGN SERVICE $ OF THE UNITED STATES OF AMERICA August 15, 1952 The Honorable The Secretary of State Sir: I have the honor to transmit herewith the Final Report of the International Conference on German External Debts. The Conference convened in London on February 28, 1952 and completed its work on August 8, 1952. The proposals for settling the various categories of German external debts are the product of many months of intensive negotiations and represent the unanimous agreement of all the creditor interests involved. In my opinion the settlement plan envisaged in the Report is fair and equitable and entails an annual service burden which Germany can reasonably be expected to carry. The plan, when imple- mented, should go a long way toward restoring the credit of the Federal Republic and permitting its full participation in the normal commercial life of the Western Community of nations. I strongly recommend that the recommendation contained in the Report be considered promptly by the appropriate officials of the United States Government and that the Government enter into the Intergovernmental Agreement envisaged in the Report to give inter- national authority to the settlement plan.
