    "ocrText": "S\nTHE FOREIGN SERVICE\n$\nOF THE\nUNITED STATES OF AMERICA\nAugust 15, 1952\nThe Honorable\nThe Secretary of State\nSir:\nI have the honor to transmit herewith the Final Report of the\nInternational Conference on German External Debts. The Conference\nconvened in London on February 28, 1952 and completed its work on\nAugust 8, 1952.\nThe proposals for settling the various categories of German\nexternal debts are the product of many months of intensive negotiations\nand represent the unanimous agreement of all the creditor interests\ninvolved. In my opinion the settlement plan envisaged in the Report\nis fair and equitable and entails an annual service burden which\nGermany can reasonably be expected to carry. The plan, when imple-\nmented, should go a long way toward restoring the credit of the Federal\nRepublic and permitting its full participation in the normal commercial\nlife of the Western Community of nations.\nI strongly recommend that the recommendation contained in the\nReport be considered promptly by the appropriate officials of the\nUnited States Government and that the Government enter into the\nIntergovernmental Agreement envisaged in the Report to give inter-\nnational authority to the settlement plan.\nRespectfully yours,\n$2\nWarren Lee Pierson\nUnited States Delegate to the\nTripartite Commission on German Debts\nEnclosure:\nFinal Report of the\nInternational Conference\non German External\nDebts, August 8, 1952"
