SECRET 3.3(b)(1), 3.3(b)(6) COSTA RICA 11 December 1948 1. The following extensive local security measures are now under way as a result of the capture of La Cruz and Santa Rosa by Calderonista counter-revolutionary forces on the night of 10 December 1948. 8. With exception of San Jose, all Costa Rican airports are being blocked. b. The former Army of Liberation 1s being mobilized and reorganized to include experienced officer personnel of Caribbean Legion. C. As fast 8,8 they can be located, the known Communists and Calderonistas are being arrested. d. Pending organization of censorship, outgoing cable traffic NARA has been cancelled. e. Arrangements are being made for the utilization of private and commercial aircraft now in San Jose. 2. Loyal Government information indicates that the immediate object of the attack is control of Quanacaste Province with land attacks coordinated with small water-borne invasions from the Atlantic aide. The Foreign Minister directly accused Somoza of aiding the invader in a public speech this morning. No attacks or disturbances reported as yet in the Southern or Pacific zones. 3. Anti-Somora revolutionary forces here, including the Caribbean Legion, have not yet made any plans for independent action but are aware of their opportunity and are discussing same. 3.3(b)(1), 3.3(b)(6) R.
