PART SEGREI Authority PMH Date NARA 13 December 1948 MEMORANDUM: The following dispatches regarding the Costa Rican invasion are trans- mitted for your information. 1. 3.3(b)(1), 3.3(b)(6) Costa Rica. At present the Calderon invasion incident consists solely of the capture of Santa Cruz, La Cruz, and Santa Rosa. No contact with the invaders has been made yet. The government authorities believe the Calderon forces may lack backing and may evaporate shortly without battle. They fear only possible second attack headed by Lopez Masegoza with forces and equipment obtained in NARA Mexico. This fear is based on previous reports of Masegoza preparations and telephone advice from Roberto Arias in Mexico regarding such a possibility. Contrary to the hopes of the Caribbean Legion, the government authorities state that no local revolutionists will be permitted to take advantage of this opportunity by attacking Somoza from Costa Rican soil unless Calderon has sufficient Nicaraguan or foreign backing to make this a serious fight, in which casa all forces combined will attempt an invasion of Nicaragua. 3.3(b)(1), 3.3(b)(6) 2. 3.3(b)(1), 3.3(b)(6) Costa Rica Communist 3.3(b)(1), 3.3(b)(6) had no prior knowledge of Calderon invasion and have not cooperated in any way.
