OCT 14 1949 OCT 14 121 PH ing THE WHITE HOUSE RECKIVEL My dear Mr. President: At the request of Governor Stainback, I am forwarding to you herewith a certified copy of Joint Resolution 1, which was recently enacted by the Legislature of Hawaii. The Resolution requests the President, with a view to alleviating unemployment in the Territory, to declare the Territory of Hawaii as an emer- gency unemployment area; to direct appropriate federal agencies and officials to channel government contracts to Hawaiian firms where possible; and, in any transfers of military installations, to take advantage of the suitability and strategic location of Hawaii for such installations The Resolution also requests the Congress to enact legislation now pending for certain federal public works projects in the Territory. In view of the critical unemployment situation in Hawaii, a situation which will not be materially relieved by the termina- tion of the dock strike, it is recommended that the Island of Oahu be designated a distressed area and that, pursuant to your memorandum of July 14, 1949, immediate steps be taken to alleviate unemployment in that area. This Department and the Territorial Government of Hawaii will extend the fullest possible cooperation to Dr. Steelman's office in working out such emergency measures as may be required.
