Expressed my extreme displeasure to General Marchand who stated
schedule had been arranged accordance desires of Saigon.
Informed Marchand that my observations up to that time led
me to believe that French in north area were more interested
in ceremonies, political parades and social functions than
in fighting dissidents and that many of the troops used in
honor guards and ceremonies should be in field eliminating
Viet-minh. Further that unless I was given opportunity to
see installations and discuss matters with troop commanders,
I would return to Saigon and report my impressions to my
government. Marchand seemed shocked and stated schedule was
prepared by administration officials and implied he had not
been consulted He promised more satisfactory schedules in
future.
Scheduled briefing by General Marchand and sector commanders
cancelled due to long lunch period.
Did manage with Marchand's guidance to make hasty visit to
military base, navy yard, supply depot, and ordnance shop
but saw little due to lunch period and siesta time for work-
men. Sector commander expressed his disappointment at not
being able to give me briefing and discuss his situation
because he had just completed a 20-day operation in which 150
VM's were captured with 23 machine guns, 4 mortars and large
number small arms.
During conversations with Marchand he stated:
A. He could clear up Tonkin state by January 1951 if so
ordered but VM would only move into Laos, Annam, and China.
B. Now committed to send two or three battalions to Annam
area in near future.
C. That Vietnamese troops are no good without French leaders.
D. That Viet -minh activity in delta areas now limited to
night raids to forage, distribute grenades and propaganda, and
plant mines and boobytraps. That French now using night
patrols Vietnamese troops with French officers to counter this
activity.
