1. Create directly under the President a National Security Intelligence
Board. This Board should be chairmaned by an intelligence-minded career man. This
chairman should have full responsibility for the carrying out of the mission of
this Board. He should have the counsel of an advisory group consisting of the
following:
The Secretary of State
The Secretary of War
The Secretary of Navy
Chairman, Senate Foreign Relations Committee
Chairman, House Foreign Relations Committee
2. The mission of the National Security Intelligence Board should be:
a. To operate a secret service unit which would carry on all espionage
work for this Government in foreign countries.
b. To operate a counter-espionage unit.
c. To direct all special intelligence facilities of this government, and
the monitoring of foreign broadcasts.
d. To operate a research unit able to merge the product of State, War and
Navy intelligence units, and other material, for the purpose of keeping the Presi-
dent fully informed of the World Strategic situation.
e. To keep to a minimum the overlapr ing of intelligence efforts of all
Departments and Agencies of this Government.
3. The Board should have no police or law enforcement functions.
4. a. The Department of State should continue its intelligence activities and
be responsible for intelligence on the political situation of all foreign countries.
b. The War Department should continue its intelligence activities and
be responsible for intelligence on the military potential of all foreign countries.
c. The Navy Department should continue its intelligence activities and
be responsible for intelligence on the naval potential of all foreign countries.
5. The FBI should confine its activities to law enforcement.
6. FEA should cease intelligence activities.
7. oss should cease to exist.
8. OWI should cease intelligence activities and concentrate on the spreading
of propaganda.
9. FCC should cease monitoring foreign broadcasts.
10. Intelligence activities of other Government Departments or agencies should
be coordinated or eliminated as determined by the Board.
