    "ocrText": "DECLASSIFIED\nE.O. 11652, Sec. 3(E) and 5(D)\nTOP SECIRL\nNL HC NARS Data 6.30.75\n1. Create directly under the President a National Security Intelligence\nBoard. This Board should be chairmaned by an intelligence-minded career man. This\nchairman should have full responsibility for the carrying out of the mission of\nthis Board. He should have the counsel of an advisory group consisting of the\nfollowing:\nThe Secretary of State\nThe Secretary of War\nThe Secretary of Navy\nChairman, Senate Foreign Relations Committee\nChairman, House Foreign Relations Committee\n2. The mission of the National Security Intelligence Board should be:\na. To operate a secret service unit which would carry on all espionage\nwork for this Government in foreign countries.\nb. To operate a counter-espionage unit.\nc. To direct all special intelligence facilities of this government, and\nthe monitoring of foreign broadcasts.\nd. To operate a research unit able to merge the product of State, War and\nNavy intelligence units, and other material, for the purpose of keeping the Presi-\ndent fully informed of the World Strategic situation.\ne. To keep to a minimum the overlapr ing of intelligence efforts of all\nDepartments and Agencies of this Government.\n3. The Board should have no police or law enforcement functions.\n4. a. The Department of State should continue its intelligence activities and\nbe responsible for intelligence on the political situation of all foreign countries.\nb. The War Department should continue its intelligence activities and\nbe responsible for intelligence on the military potential of all foreign countries.\nc. The Navy Department should continue its intelligence activities and\nbe responsible for intelligence on the naval potential of all foreign countries.\n5. The FBI should confine its activities to law enforcement.\n6. FEA should cease intelligence activities.\n7. oss should cease to exist.\n8. OWI should cease intelligence activities and concentrate on the spreading\nof propaganda.\n9. FCC should cease monitoring foreign broadcasts.\n10. Intelligence activities of other Government Departments or agencies should\nbe coordinated or eliminated as determined by the Board.\nTOP"
