Several mutual friends Capitol Hill indicate reasonable hope
exists for crucial important 125 million commodity grant
India in addition to amounts included in bill now (rpt now)
before Congress provided Administration will give these pro-
pósals its firm support. Evidence developments that several
leading Republican members interested in India and Asia are
prepared go along strongly and even if necessary introduce
legislation. Appropriation this additional money essential
success program in India on which, as I know you agree, so
much of our hope in Asia depends. India needs dollars badly
for fertilizer, DDT, tube wells, bulldozers, US technicians,
et cetera. But unless rupees are available meet local costs
our program will be gravely handicapped.
These rupees can be secured only by higher taxes which are
impossible, deficit financing which in present situation here
would be dangerous, or through commodity grants which will
produce rupees as counterpart funds. Hesitate to trouble you
but earnestly hope you can lend your essential support.
