Dear Chet:
The Eighty-second Congress has not been at all
good to us in so far as appropriations are con-
cerned. They have almost closed up nearly
every Department in the Government.
I did the best I could to get the necessary funds
to carry on the work which we are doing in India.
As the situation now stands we will have to meet
it as best we can and we will have to meet it with-
out funds.
