COPY Department of Foreign Affairs, KATHMANDU NEPAL August 19, 1952 Sir, I write to inform you that the Prime Minister of Nepal, Shri M.P. Koirala, and some other members of the Council of Ministers tendered their resignations to His Majesty The Maharajadhiraja some time ago, leading to the dissolution of the Cabinet. After an anxious study of the present political situation of the country, it did not seem possible for His Majesty at the present moment to choose a cabinet which would work harmoni- ously and effectively for the good of the people. His Majesty has, therefore, keeping the interests of all the sections of the people in view, decided to run the administration of the country with the help and assistance of the under mentioned Counsellors:- 1. General Kaiser Shamsher, 2. Major General Mahabir Shamsher, 3. Mr. Khadgaman Singh, (Counsellor in charge Foreign Affairs) 4. Lt. General Surendra Bahadur Basnyat, of `ARCHIVES "NATIONAL RECOROS SERVICE AND with and 5. Kazi Manik Lal. These Counsellors shall be responsible to His Majesty, and this arrangement will have to continue till His Majesty shall be able to obtain a harmonious, stable and effective Cabinet, which might obtain the goodwill of the people and might find it possible to administer to their needs efficiently and effectively.
