-2- we may have had with him, is trying earnestly to build a dynamic democracy in India, and if he succeeds it will be an everlasting credit to him and the Indian people. All we can ask of him is that he continue to put every effort towards this objective. It was very good to see you and talk with you. I know what tremendous strain under which you must be operating not only with Congress, but with the political situation which is developing. I only wish that I could be of more direct assistance. I would appreciate it, Charlie, if you would let me know by wire or otherwise if the President is planning to take some action in general line with this suggestion. I think you will find general agreement in Washington on the premises that I have laid down. The only objection that I ran into was relatively moderate and came from some people with very limited horizons, and who had seemed to become so adjusted to small concepts as far as TCA assistance is concerned that it was difficult for them to break free. Everyone here is talking about the Communist successes in South India which were considerably greater than we or the Indian Government anticipated. I had a long talk about it with Nehru Monday night and I thought generally his attitude was good. He looked on it as an indication of the job which must be done. With my best regards, Sincerely, to ARCHIVES RECORDS SERVICE Chester Bowles. Enclosure: As noted.
