Suggested Statement on TCA and particularly India for the President A major part of our budget for the coming fiscal year must be spent on defense. The size of these expenditures is an unhappy reflection of the tangled and divided world in which we are living. We must stand by our growing defenses as long as the present crisis continues. In the meantime we shall continue to hope for the day when this burden may be eased not only for ourselves but for all nations throughout the world. Let me again emphasize that our military program has only one objective-- to build a defense strong enough to discourage Communist aggression. But we know that Communism cannot successfully be met with military measures alone. That is why a second objective of our foreign policy must be a continuing effort to ease the human misery in which Communism flourishes. The record of our effort in this direction is a proud chapter in the history of the post-war years. Immediately after the surrender of the Nazis and Japanese, the United States took the lead on a broad-scale : ARCHIVES "NATIONAL SERVICE" RECORDS AND any effort to meet the chaos and hunger which followed in the wake of war. Through these efforts tens of millions of men, women and children in Europe and in Asia returned towards a productive life.
