PRESENT U. S. AID TO INDIA

In October, Congress earmarked $54 million for the
use of the Technical Cooperation Administration in India.
Four million dollars was set aside for administration,
salaries, and overhead expenses incurred directly by the
United States Government. The remaining $50 million was
allocated for approved projects in India.
On January 5, 1952, an agreement was signed with the
Indian Government in New Delhi for the expenditure of these
funds. This agreement and the program which is now being
developed under it include several unique features which
hold much promise for down-to-carth village by village
results.
Instead of allocating funds through the usual govern-
ment channels (Ministry of Food, Ministry of Health, etc.)
the agreement sets up an independent public corporation
known as the Indo-American Development Fund. This organiza-
tion will enable us to achieve greater flexibility and more
direct administrative action. It also enables us to concen-
trate our efforts in specific areas where the results can'
be really seen.
To this fund the United States agreed to contribute $50
million by June 30, 1952, and the Indian Government at
least a comparable amount in rupees. The Indian contribu-
tion comes from t he sale of grain secured from the United
States under the loan agreement last spring.
The board of directors of the Indo-American Development
Fund is selected by the Indian Government. The American
TCA Director for India acts as a consultant to this board
