Mr. Johnson, in an effort to assist Sir Stafford, worked out a compromise plan which he presented to Sir Stafford. Sir Stafford indicated to Mr. Johnson that the compromise exceeded his instructions but that it would be acceptable to him if it could be sold to the Viceroy and the Commander of Troops, General Wavell. Mr. Johnson agreed to try to secure the concurrence of the Viceroy and the Commander of Troops in his compromise plan. He consulted General Wavell who indicated that he could not concur in the plan. Mr. Johnson insisted that General Wavell go with him to discuss the plan with the Viceroy. In a three- way conversation between Mr. Johnson, General Wavell and the Viceroy, the compromise plan was discussed and Mr. Johnson was under the impression that it was agreed to although it was indicated to him it would be necessary to check with the home Government. Mr. Johnson advised members of his staff that he was certain that his efforts had been successful. Shortly thereafter, however, Mr. Johnson received an urgent request to call upon Sir Stafford Cripps.
