or furnishing the required equipment.
Several months ago we suggested, through the
Legation at Baghdad, the establishment of a direct
radio-telegraph circuit and received an initial un-
favorable response. We are, however, pursuing the
matter further. There is reason to believe that
certain British private interests at present have a
virtual monopoly upon Iraqi external telegraphic com-
munications and are endeavoring to prevent the estab-
lishment of a direct circuit between the United States
and Iraq. We feel that it would be unfortunate if the
development of communications between the United States
and Iraq should be blocked by private interests eager
to continue to derive profit from the present unsatis-
factory system.
If occasion arises, the President may wish to
stress to the Regent the importance which we attach
to this matter.
