PCC is submitting part two dealing with\nIsrael's views refugees and other subjects following\ndiscussion with Ben-Gurion April 7. Summary follows:\nRefugees: (1) Arab delegates at Beirut meeting were\nunanimous in emphasizing (A) necessity both for\nhumanitarian and political reasons of giving absolute\npriority to refugee question over and above all other\nquestions; (B) necessity that any solution of problem\nmust be contingent on acceptance by Israe 1 of principle\nin paragraph 11 GA resolution December 11. Arab delegates\npointed out that thus far Israel not only had not accepted\nprinciple but had endeavored create de facto situation\nrendering practical application more difficult\nor even impossible. Arab delegates mentioned such Israeli\nsteps as lack of Arab security in Israel, lack of minority\nguarantees provided under GA Resolution November 29,\nIsraeli measures blocking refugees accounts and liquidation\nreal and personal property and Israeli absentee property\nordinance. Arab delegates requested PCC to obtain from\nIsrael positive clarification of its position.\nPCC recognized truth of Arab contention re (A) and\nadmitted Arab views re (3) were well founded. PCC considered\nit necessary, however, to make certain observations re\npractical application of principle of repatriation of\nrefugees: (i) granted acceptance of principle possibility\nexists not\nDECLASSIFIED\nSESMRICTED\nAuthority E.O. 10501\nthe\nINFORMATION COPY\nm"
