MEMO FOR HONORABLE MATT CONNELLY:
Dear Matt:
As you may recall, about a month ago the
President told Eddie Jacobson and Jacob Blaustein
that he was in favor of an agricultural loan to
Israel from the Export Import Bank.
Blaustein said that the President gave him
permission to quote him to Gaston.
When the President was on the boat I called
Charlie Ross and asked for confirmation of the Presi-
dent's word to Blaustein and received the following
reply from Charlie Ross, dated October 3: "President
says agricultural loan to Israel okay", and I passed
this word on to Gaston. I have since talked to Under
Secretary Webb and Willard Thorpe, who both said it
was a question of timing. I pointed out to Thorpe
the other day that it would be helpful if a favorable
vote could be announced before election day.
There was a meeting of the Bank yesterday.
Everybody seemed to be in favor, but Thorpe said "I
am embarrassed because I have had no authorization
to vote for this". There is to be a special meeting
of the Bank today and unless Thorpe is instructed to
vote the same thing will happen. If they do not vote
today there will be no meeting of the Bank between
now and November 7.
