Draft Memorandum from the President to the U.S. Joint Chiefs of Staff It has become increasingly evident that Marshal Tito proposes to take advantage of the present situation in Venezia Giulia to establish his claim to this disputed area by unilateral action without regard to the interests of his allies or to the future consequences of making post-war territorial settlements by force, intimidation, or blackmail rather than through order and agreement. Field Marshal Alexander's forces have entered and are in partial occupation of Trieste, Montfalcone and Gorizia. Tito's forces also occupy portions of these three cities a.s well as the remainder of Venezia Giulia over which he intends to establish Yugoslav sovereignty. His forces are setting up the administration of the territory in- cluding the establishment of a Slovene Government, con- scription for use in maintaining his power and denying the possibility of any peaceful adjustment of this problem. Field Marshal Alexander's minimum, needs are being disregarded by Tito who shows a reluctance even to implement his own earlier agreement for the administra- tion of this area. SECURDS SERVICE* The implications of these developments in Venezia Giulia are of such importance to the future peace of Europe and will have such far reaching consequences with respect to United States policy and prestige that a reconsideration
