DECLASSIFIED E. O. 11652, Sec. 3(E)-and 5(D) or (E) RET OSD letter, April 12, 1974 -2- By NLT- HC NARS Date 7-1-75 The French Ambassador in Rome considers his country is behaving in an *extraordinerily stupid manner* in NW Italy and thinks de Gaulle has been making "very impor- tant decisions out of n feeling of frustration and rage". Mussolini used to do the same thing. In NV Italy itself French General Doyen gave orders on June 5 to expel Itelian administrative elements AMG had installed at Tenda and La Brigue. Doyen told AMG not to try to set up such an administration again or interfere in the area. Elsewhere the French have torn down AMG posters. Tito Yielda on Venezia Giulia. A telegram still being decoded states that Tito will sign the military agreement unchanged on the afternoon of June 8. He may make a state- ment on paragraph VI of the agreement claiming that the Yugoslavs had renoved no persons or private property from the area of Venezia Giulia they occupied, but that if the US and UK Governments so desire persons arrested and pro- perty seized by the Yugoslavs will be turned over to AMG. Subasic hopes that the US and UK will agree to this formula, which does not affect the text of the agreement, in order to let Tito "get out from under gracefully". SAC has firmly rejected the Yugoslav restrictions on the flying of Allied combat aircraft over Venezia Giulia and Austria on the grounds that he does not recognize Yugo- slav jurisdiction in this area. SAC has likewise rejected restrictions on Allied combat aircraft flying over Yugo- slavia "unless such restrictions apply equally to combat nircraft of all other Allied nations". On June 7 when a draft directive for the Eighth Army in Venezia Giulia was discussed in SAC's political com- mittee, General McNarney objected to the clause giving the Kighth Army power to use *all measures including force", MoNarney said that he was still under orders from the President is SERVICE"
