DESLASSIFIED E.O. 11652, Sec. 3(E) and 5(D) or 8 CONFI DENTIAL October 26th, 1945 Dept. of State letter, Aug. 10, 1972 By NARS Data 20.75 REPORT TO THE PRESIDENT ON THE ITALI AN SITUATION by WILLIAM O'DWYER The flow of civilian supplies to Italy will be inter- rupted in the worst part of the winter unless prompt action is taken. The present interim program, an extension of the program formerly carried on by the Army, ends on January lst. On August 22nd, the Council of UNRRA adopted a resolution to initiate a program of re- lief and rehabilitation assistance to meet "the urgent needs" of the Italian people. Mr. Will Clayton at the London Conference, proposed that $450,000,000 be earmarked for provision of food from January 1st to the end of the 1946 crop year and for other essential supplies to the end of December, 1946, but such a sum will have to come out of the new UNRRA appropriation still to be granted by the United States and other United Nations from one per cent of their national incomes. Even the $550,000,000 due to UNRRA by the United States under the old authorization has not yet been reported out of the House Appropria- tions Committee and none of it is likely to be used for the 1946 Italian program. Congress plans to adjourn on December 10th. Therefore, even if we can assume approval of the new appropriation, the time schedule is against the likelihood of picking up the program on January lst. Because of the United States Government's concern for the maintenance of a democratic regime in Italy and because of our interest in consolidating the long-term benefits of our previous contributions, I recommend that: NATIONAL ARCHIVES SERVICE*
