COPY ITALIAN EMBASSY WASHINGTON, D. C. The Italian Ambassador presents his compliments to the Honorable the Acting Secretary of State and has the honor, under instructions received from his Government, to communicate that the Italian Premier and Foreign Minister De Gasperi deeply deplores the manifestations, at any rate insignificant and sporadic, occurred during these days in Italy against Allied officers and soldiers. Signor De Gasperi has already written in this sense to Admiral Stone, adding however that such manifestations, which a few days ago would have been unthinkable, must be framed in the general atmosphere of bitterness and delusione created by the decisions, morally unjust and politically erroneous, adopted in Paris. The Italian Ambassador, while joining his expressions of deep regret, is directed to point out with honest and thorough frankness, in order to furnish every useful element of judgment, that the whole Italian public opinion has the precise sensation that Italy has been sacrificed in favor of larger interests and compromises, and that the U.S.S.R. have defended their friends with tenacity and success. This sensation, true or false, is unanimous and it is not within the power of the Italian Government and of the Italian Premier, Signor De Gasperi, though every possible effort is being made by them to this end, to alter it.
