THE WHITE HOUSE WASHINGTON April 20, 1948 MEMORANDUM: Secretary Lovett asked that you show this to the President right away for clearance to send the following message. It is to be sent as a regular State Department message. If there are any further questions on it, phone Humelsine. It is a message to Rome in answer to an inquiry based on the theory that having won the Italian elections the Communists may start some aggressive rioting or some other type of activity. Gasperi more or less indicated that he would like to have our support when he has to stand up against these fellows. Message reads as follows: "You may say to Gasperi we are reassured by Italian government's public declarations that firm, unhesitating action will be taken in event attempts to challenge the govern- ment's authority prior to convocation parliament. We are confident of Italian government's ability to maintain law and order but would, of course, support them in any way practicable and appropriate should they find it necessary to call upon us for further assistance. You will understand, of course, that no specific commitments could be undertaken at this stage and should make this plain to Gasperi. It should also be made clear that our support would not, REPEAT NOT, contemplate assistance of United States Armed Forces. If End message. "NATIONAL RECORDS Ok the SERVICEM H.S.
