The United States welcomes your reaffirmation of the
Italian Government's full support of our work for world
peace. The free nations must be strong because strength
is the only basis on which we can be safe from aggression
and negotiate peace with the Communists. The United
States has undertaken a great national effort to achieve
this strength. Our Allies are making a similar effort
in the face of the common danger. In the past we have
assisted, through the Marshall Plan and in other ways,
the achievement of economic and social stability in the
Western European democracies. We are now helping our
Allies increase their military strength and also con-
tinuing our economic aid to the extent possible. We
are fully aware that the political stability based on
economic and social progress is essential to the creation
of strength in each country. We also agree that the
defense of Europe is fundamental to the preservation of
the free world. First priority in military assistance
must, however, go to those areas where the Allies are
fighting the Communists, Korea and Indo-China.
D. Unless there is further discussion, you may wish to say
that you understand that the Prime Minister desires to
discuss the question of Trieste.
