The exigencies of the active war period in Europe having
subsided, the President has approved the following:
I. Mr. Harold Tittmann, who has served well as Assistant
to the President's Personal Representative to His Holiness
Pope Pius XII, having indicated a desire for reassignment,
will be recalled to the Department for reassignment and pro-
motion.
II. Granting leaves of absence which have already been
requested by
Miss Marte Christener, Clerk
Miss Janet Plowman, Clerk.
III. The present retention of Franklin C. Gowen as assis-
tant to the Personal Representative of the President to His
Holiness the Pope.
IV. The present retention, to assist Mr. Gowen, of Miss
Beth Davis, Clerk, and of Miss Amy Houlden, Clerk.
V. Miss Regina Bushwaller, Secretary to the Personal
Representative in Washington, will continue in that capacity
but will be assigned to Mr. Dowling's staff.
