The Italians, for example, could find a great outlet in the depopulated French countryside and in the colonies belonging to the European states. It is an end which cannot be easily attained as the vested interests of various groups ( industrialists and workers combined ), more or less government-subsidized, are strongly opposed, in every country, to the realization of this great prin- ciple. It cannot, therefore, be attained without a determined stand on the part of the American administration It must be stressed, however, that such a union cannot be accomplished, as far as Italy is concerned, unless it includes a clear understand- ing as to the free movement of workers. As regards the paralysis of productive activity, it should be noted that the Italian Government cannot successfully counteract the political attacks in which advantage is taken of the social unrest, unless its work is accompanied by an assistance scheme so that both the employed and the unemployed can count on a certain minimum to provide for themsèlves and their families. Only in that way can the ban on dismissals be lifted, which is a primary condition for the proper working of industries, for the return of sane economic administration, for freedom in hiring man- power on a selective basis, for permitting of economic and financial fore-planning, in a word, for the r esumption of initiative and the gradual readsorption of workers and for a way out of the present crisis of industrial activity. TRUMAN Considering the enormous state indebtedness, it is clear that this colossal work of assistance can be achieved only with foreign aid. Having provided for the amount of assistance which is re- garded as essential, the purpose of the ECA still remains that of rehabilitating Italian economy, taking care, in the process, not to exercise any influence which may have a deadening effect, but con- tributing rather to the fostering of new economic standards and reconstruction of industry. As regards the industrialization which is necessary to attain maximum employment and thus absorb the population which finds no outlet in emigration in the present intensification of productive activity, the administration of the plan can have a deep influence: a) by aiming at the stimulation of those solvent under- takings which are operating in the field of international compe- tition, importing and exporting raw materials and products, without being a burden on the state or on the consumer, thus hastening the
