MEMORANDUM FOR THE WHITE HOUSE
John Nicholas Brown, one of the out standing laymen
of the Episcopal Church urges that a Presidential Diplomatic
Representative be appointed to the Holy See.
He also suggests that Franklin Gowen, who assisted
Myron Taylor, should be returned or someone should be ap-
pointed in his place, pending filling the vacancy.
