MEMORANDUM FOR THE PRESIDENT
Subject: Leaflets dropped by OWI concerning
Japanese Surrender
At midnight, our time, last night, Saipan reported
that our text, which includes both the Japanese offer and
our reply, was currently being dropped on the principal
cities. OWI has done a superb job on this. Final arrange-
ments were made by telephone by five o'clock Saturday
afternoon and by nine o 'clock radio photographs of the
plates were on the way to Saipan from Hawaii, while type
was independently being set on Saipan in case radio
transmission of the plates were delayed. OWI's presses
on Saipan have a capacity of about one million a day.
