August 15, 1945 REMARKS OF THE MEXICAN AMBASSADOR AS DEAN OF THE DIPLOMATIC CORPS ON BEHALF OF THE CHIEFS OF MISSION OF THE UNITED NATIONS: Mr. President: On behalf of the represen tatives of the United Nations, accredited in Washington, I have the honor and the pleasure of congratulating your Excellency and the great people of the United States of America for the successful end of the conflagration that gravely endangered the highest human values. The defeat of Japanese militarism, in which the United States displayed a preponderent role, closes the final chapter of a tragic and painful cycle. SERVICE RECORDS As we celebrate total victory, let us recall with admiration and gratitude the millions of martyrs and heroes, of all nationalities, who with their lives and sacrifices contributed to this triumph.
