Nations have no plan for using the disarmed
Japanese soldiers at forced labor. It is feared
that keeping Japanese soldiers overseas for a long
period in a disarmed state will create for both
sides various unpleasant, complex and difficult
problems. Therefore, we earnestly desire that the
United Nations supply immediately the necessary
ships and transport facilities for the evacuation
to the Japanese mainland.
"3. Regarding the cessation of hostilities:
It is necessary to rely completely on the august
orders of his Majesty the Emperor to those units
in the outlying areas. Therefore, we should like
,
a sufficient margin of time allowed in fixing a
date for executing the cessation of hostilities.

#4. We should like the United Nations im-
mediately either to take the necessary measures to
send the required and essentiel quantities of food
and medicine to the Imperial Units who are in the
scattered islands of the Pacific and to transport
the sick and wounded soldiers to the homeland from
