MEMORANDUM FOR: James F. Byrnes

I had a very enlightening con-
versation a few days ago with Dr. Karl T.
Compton, President, Massachusetts Institute
of Technology.
After we had finished our conversa-
tion I suggested to him that he prepare a
memorandum for me on the subject.
I am enclosing you a copy of it.
I think you will find it most interesting
reading.
