22 May 1952 MEMORANDUM FOR GENERAL VAUGHAN: The attached memorandum from General Ridgway is submitted only to refresh the memory of the President. General Ridgway discussed this whole matter orally with the President, and I believe the President agreed to acknowledge the information through the State Department to the Emperor and the Prime Minister.
