Burmo JHB SUBJECT: Japanese Peace Treaty 1. There follows a report of progress to date on negotiations with representatives of the Department of State on the Japanese Peace Treaty. 2. I presented, this morning, to Mr. John M. Allison, Director of the Office of Northeast Asian Affairs, Department of State, a summary of preliminary Defense comments on the State draft of the Japanese peace treaty. Mr. Allison indicated general agreement with the Defense suggestions. 3. It was agreed that, for the discussions between the Foreign Ministers in New York on 12 September, the United States representa- tives would not present the then current U.S. draft of a peace treaty but instead would discuss the subject in general terms only. Mr. Allison agreed that Colonel C. Stanton Babcock of this office might go with him to the New York discussions as an observor so as to place the Department of Defense in a better position to act on any changes suggested by other nations. 4. It was agreed that the above-mentioned general terms would be incorporated in a memorandum which would be signed by the Secretaries of State and Defense and cleared with the President prior to the meet- ing of the Foreign Ministers. Mr. Allison undertook to prepare, at once, this general statement. Upon receipt, it will be transmitted to the Joint Secretaries and to the Chiefs of Staff for their comments prior to submission to you. 5. The Joint Secretaries and the Joint Chiefs of Staff are being kept informed of the progress of these negotiations. 6. No further action is intended on State's current draft treaty.
