THE SECRETARY OF DEFENSE

My dear Mr. President:
You will recall that a few days ago I informed you that the
Joint Chiefs of Staff had withdrawn their objections to the
negotiation of a Japanese peace treaty provided certain require-
ments were met. At that time I sought your general approval of
the Departments of State and Defense proceeding with the necessary
preliminary actions.
The Department of State has now accepted the recommendations
of the Joint Chiefs of Staff.
Secretary Acheson desires to discuss, in general terms, the
essential provisions of a Japanese peace treaty with the Foreign
Ministers of Great Britain and France when they meet in New York
on 12 September. In order that he may have a firm basis for this
discussion, he and I have agreed upon a memorandum to you which
sets forth such a basis. This memorandum is attached and has
been signed by both of us.
I recommend your approval of this agreement, which has been
harmoniously reached between the two Departments and request that,
if you approve, you return it to Secretary Acheson for his guidance
in the coming conference.
