July 6, 1951
MEMORANDUM FOR THE FILES:
The Department of State returned
the attached papers to the White House July
sixth. On checking with Mr. Barnes in the
Secretary's office, I was advised that the
President had approved the original and
handed it with this copy to the Secretary
of State. Mr. Barnes said that the approval
on the original was as follows: "Approved,
July 3, 1951, HARRY S. TRUMAN.'
