rehabilitution, in all probubility will result in such conditions,
including violent disorder, us to make the position of United
Status occupution forcos untenable. A procipitute withdrawal
of our forces under such circunstunces would lower the military
prestige of the United States, quite possibly to the extent of
adversuly affecting cooperation in other ureas moro vital to the
security of the United Status.
