SECRET SECURITY INFORMATION -3- It is therefore recommended that the President state that the United States is not in a position to make any such declaration, or to give any indication that grant military aid may be fortheoming to Israel in the near future. As the President is aware, the United States has frequently expressed its determination to assist the State of Israel in its gallant efforts towards a peaceful and prosperous future in the community of free nations. Moreover, the United States has backed these expressions up by authorizing the furnishing, over a period of the past two years, of over $135 million worth of economic and technical assistance. In the arms field, we have also given all reasonable support to the legitimate requirements of the Government of Israel. On May 19, on the basis of recommendations by the Secretaries of State and of Defense, I declared Israel eligible for reimbursable military assistance under the provisions of Section 408(e) of the Mutual Defense Assistance Act, and negotiations are now in progress for the purchase of certain items of equipment. There can be no doubt of the intention of the United States Government to do everything in its power to provide needed help to Israel, and to work towards a permanent settlement of the troubles which now beset the Middle East as a whole. The extent and timing of our future actions, however, including the possible furnishing of grant military aid, depend on many factors of the greatest consequence to our own security and theirs. In the light of these factors, I believe that the United States should not agree to an expression of intent to furnish arms aid to any country in the Middle East, nor should we permit any conjecture at this time as to our future course of action in this regard.
