The statements by the President-elect of Uruguay in two
conversations I had with him are fully covered in the attached
memoranda, and may be summarized as follows:
Perón is unquestionably seeking hegemony over lower
South America. Uruguay is much worried. He is arming and
Uruguay feels under pressure with Rio de Janeiro far away
and the United States still further. Examples of how Perón
had already started to forge this hegemony were the recent
agreement with Chile (which Chile deplored but couldn'1 resist)
and Argentine intervention in the Uruguayan elections where
not only Perón's money but also Perón S agents actively inter-
vened. Economic pressure on Uruguay had been tried and,
while Uruguay endeavored to hold the line, this was difficult.
President-elect Berreta, stressing the rapidity with
which Perón is arming his country, expressed the fear that
were the United States to become involved in another war or
its attention otherwise seriously distracted, Uruguay would
have to fear Argentine aggression. He had a document in his
possession outlining Peron's plans to divide Uruguay, giving
a small slice to Brazil. The Brazilian Ambassador to Montevideo
categorically denied this, saying that Brazil would never be
a party to such a plan and Berreta was satisfied on this
score and had full confidence in Brazil.
During the recent elections the Argentines had been
so blatant as even to send Argentine citizens in Argentine
automobiles bearing Argentine license plates to political
demonstrations in Uruguay to shout, "Viva Peron", "Viva
Herrera".
The President said with feeling, #To govern is very
difficult; it is imperative that I have the confidence and
support of the United states."
At today's White House luncheon, the President-elect
asked Ambassador Blanco, who was seated next to President
Truman, to tell him of his conversation with me, whereupon
President Truman instructed me to send him a memorandum saying
he would later wish to discuss it with me. Consequently,
I suggest that if you approve, this memorandum and its
attachments be sent to the President.
