    "ocrText": "5630 - Original signed and returned to the Sec. of State 8/17/48, marked\n\"Secret\", elb\nSECRET\nAugust 16, 1948\nMEMORANDUM FOR THE PRESIDENT\n( Attention: Mr. Steelman)\nSubject: Release of Cabinet Committee Report re German Plants\nto Congressional Committees\nI spoke to you this morning in regard to this matter and understood that\nyou felt that it would be necessary to release the report of the Cabinet\nCommittee to Congressional Committees. However, I think it best to\nexplain a little more in detail.\nThe report to the President enclosed a copy of the report of the\nTechnical Mission on Reparations. Various interested Congressional\nCommittees have been furnished progress reports on the Technical\nMission and have evidenced a desire to have copies of the Technical\nMission Report when it became available. Because of the limited scope\nof the Technical Mission Report it appears desirable that it not be\nreleased without placing it in its proper context by a showing of the\nother important considerations which are involved. The Cabinet Com-\nmittee Report accomplishes this. Further, at least one Congressional\nCommittee has already specifically requested the Cabinet Committee\nReport as well as the Technical Mission Report.\nIt is therefore recommended that the State Department be authorized\nto release the Cabinet Committee Report to the appropriate Congressional\nCommittees, with a request that it be given no publicity.\n\"Approved\n: ARCHIVES s SERVICE\" RECORDS NATIONAL AND\nQ.
