DEPARTMENT OF STATE WASHINGTON MEMORANDUM FOR THE PRESIDENT Subject: Proposed Executive Order Modifying Trade Agreements Procedures There is attached a copy of a draft Executive Order effecting certain clarifications and modifi- cations in the procedures for administering the trade agreements program and a proposed statement by you for the press concerning the Order. This statement includes a description of the changes which would be made in trade agreement procedures. The substance of the Order has been worked out in conversations between Mr. Clayton and Senators Vandenburg and Millikin. If you approve, I will send to you later today, if possible, the original for signature. It is now being cleared by the Bureau of the Budget with other interested agencies. Senator Vandenburg plans to issue his statement this evening to be carried in the morning papers. I think that it would be highly desirable for you to announce the Order at the same time.
