There follows a broad review of developments in the
Council of° Foreign Ministers during the past ten days.
Hereafter, a cable will be sent summarizing each Council
Foreign Ministers meeting.
The first nine CFM meetings have been taken up almost
entirely with discussion of the Allied Control Council's
report on Germany. Restatements to date of the positions
of the Four Powers on the German question have in general
followed positions taken in the Allied Control Council
meetings. Molotov has insisted that all CFM decisions
be based on the principles of the Potsdam Conference.
Bevin has maintained that the UK will implement the Pots-
dam decisions if all rather than only some of these
decisions are carried out. He has indicated a strong
desire to settle the oxmerous German questions quickly
and has insisted that CFM take no action which would
increase the economic burden of the occupying powers.
Bidault has stressed the special interests of France in
regard to coal and the Ruhr as distinct from the interests
of other allies in a German settlement.
