DIVISION OF INFORMATION COMMUNICATIONS AND RECORDS COPY TELEGRAPH BRANCH DEPARTMENT OF STATE OUTGOING TELEGRAM WILL D 92 U S URGENT Origin: S/S NO DISTRIBUTION Control 322 Info: AMEMBASSY LOG April 1, 1947 MOSCOW 9 pona 763 FOR THE SECRETARY FROM THE PRESIDENT (EYES ONLY) SECDEL 1409 I have given careful consideration to DELSEC 1375, which I have read in the light of the excellent exposition embodied in DELSEC 1374, With respect to your proposed instructions to the US Delegation, I think it may be helpful for me to stress several points which loom up large at this distance and which I an certain you have already considered. As your draft instructions make clear, you have in con- templation the desirability of a sufficient increase in the level of industry to assist in econonée recovery and to provide sufficient exports to bring about a balance of pay ments. In view of the importance of accomplishing this obe jective, I assume that it is not the intention of your in structions to indicate that acceptance of the four-power treaty principle is a condition precedent to appropriate upward revision of the level of industry agreement although, of course, the weight to be accorded to the economic disarma- ment factors in a new level of industry would depend to some extent upon achieving security through the device of four power treaty.
