DEPARTMENT OF STATE OFFICE OF THE SECRETARY WASHINGTON August 21, 1947 Dear Mr. President: Regarding the duration of the Rio Conference, the indications following the initial committee dis- cussions now are: (A) The ma jority of the delegations desire as early a termination as possible. (B) It appears now that the committee work will be completed by August 27 and the general treaty will be in form for signature by August 31. (c) The Brazilian Government would like to delay the signing until September 5 so that your participation in the closing ceremonies would permit your participation in the Independ- - ence Day celebration two days later, September 7. (D) The members of our delegation are unanimous in the opinion that it would be inadvisable, even dangerous, to delay the meetings because of the heav.y pressures already under way to introduce extraneous and highly explosive issues. Therefore I recommend that if you desire to par- ticipate in the closing phase of the conference, you accept a procedure which will permit the expeditious conduct of the conference to its conclusion at the earliest possible date. Or, if you prefer to forego participation in the closing ceremony, you schedule your visit to permit participation in the Independence Day celebration. (Signed) George C.
