There are adequate and suitable facilites available at Waller Field,
Trinidad, to accommodate the President's entire party. Preliminary ar-
rangements have been completed to accommodate the President, First Lady
and Miss Truman in highly desirable private quarters. Navy Filipino
personnel will be in attendance throughout the visit. Individual
guest houses will be furnished other members of the President's im-
mediate party at Waller Field.
It is tentatively planned that appropriate honors will be rendered
the President upon arrival at Waller Field as follows: A detachment
of the United States Air Forces, a detachment of the British Colonial
Constabulary, one detachment of the United States Marines, will form
an Honor Guard. The President will be met upon arrival by the Governor
General of Trinidad. Also present to receive the official party will
be the Commanding Officers of the United States Air Forces, United
States Army and United States Navy installations at Trinidad. The
British Colonial Constabulary Band will play "Hail To The Chief"
as the President alights from his plane, to be followed by the United
States National Anthem and the British National Anthem. The President
will then be invited to inspect the Honor Guard with the Governor Gen-
eral and the Commanding Officer of Waller Field, after which the dis-
tinguished guests will be presented to the President. Following this
ceremony, the President will enter his waiting automobile and be driven
immediately to his private quarters accompanied by the First Lady and
Miss Truman. The proposed ceremonies and honors at Waller Field will
be very brief and simple. The Governor General of Trinidad is most
anxious that these honors be accorded the President. Nothing further
will be planned for the official party in order to permit them to have
the maximum opportunity to rest and relax before departure for Rio de
Janeiro the following morning.
The Pan American facilities at Trinidad were found to be unsuitable for
the President and his party from a security standpoint.
