MEMORANDUM FOR THE PRESIDENT:
SUBJECT: Transition from the Point System to a
Length-of-Service Policy
Discharge criteria for 1 December will be 55 points
or 4 years service
In my memorandum of 31 October 1945, on the
transition from the point system to a length-of-service
policy, the probable criteria for separation of enlisted
men for 1 December were given as 50 points or 4 years length
of service, and for 1 January 45 points or three and one-
half years service. As a result of additional study, it
has been determined that the criteria should be lowered
only to 55 points or four years service on 1 December and
to 50 points or three and one-half years service on 1 Jan-
uary. This revised plan will enable separation of not less
than one million men during December and maximum utilization
of available shipping will continue throughout the month.
Inadvisable to announce discharge criteria beyond
1 December 1945
Upon completion of restudy of requirements and
a more accurate determination of the possibilities of
the enlistment (program, the schedule of future reductions
in point score and other discharge criteria can be announced.
In the meantime the War Department is publicizing the 1 De-
cember separation criteria only.
