TOP SECRE WAR DEPARTMENT OFFICE OF THE CHIEF OF STAFF WASHINGTON 25, D.C. GOLD 1745 November 11, 1946 Dear Mr. President: Now at 10 PM Monday I have just been informed by message from Generalissimo that at urgent request of non-party delegation he has agreed to delay convocation of National Assembly three days. They promised that if such delay was granted the Third Party organizations would submit names of their delegates and possibly the Communists but I think the last unlikely. D.S. (sgd) G. C.
