THE WHITE HOUSE WASHINGTON 30 December 1946 MEMORANDUM General Marshall is in a better position to evaluate the effect of his recall at the present time than is anybody in the United States. A public statement after his arrival in America should have a good effect on those Americans who through communist leanings or for other reasons have criticized the attitude and actions of the U. S. Government. I therefore consider it wise to accept General Marshall's suggestion that he be recalled.
