MEMORANDUM FOR CHARLIE ROSS.
Abe Fortas is quite concerned
about the statement that the Presi-
dent is going to discuss the
Philippines tomorrow.
You probably recall what I said
to the President about the proposed
statement by McNutt and how necessary
it is to clear it with other agencies.
Fortas agrees with this thoroughly.
I asked Fortas to get up some-
thing which the President might either
read or say to the press conference
tomorrow about the Philippines, and
he suggests the attached which I
think is excellent.
